Art represents the Center’s Southwest Virginia Office at the University’s College
He was Town Manager in Bluefield, Virginia for 17 years and started employment with the
University in 1997, serving Virginia local governments in a consultant capacity. Art is a U.S. Navy veteran. He holds a Master of Public Administration degree and is a graduate of the Weldon Cooper Center’s Senior Executive Institute.
Services to local government have included utility rate analysis, assistance in budget formulation, one day retreats for governing bodies, customized training for elected and
planning officials and various activities focused on finding solutions to problems or achieving goals.
Art’s work related travels have taken him from the Cumberland Gap to the Eastern Shore and the Sjunik District of Armenia.
